Over the past few days, Polish media have been abuzz with dissatisfaction over Starlink’s decision to exclude Poland from the international roaming list, which may double service prices for Polish users starting on August 17, 2026.
Polish TVP World reports that the rules taking effect this week will increase prices for Polish customers using the service outside Poland, from roughly 42 euros to 107 euros on a 100GB roaming plan.
SpaceX’s role in Ukraine
Since 2022, SpaceX has become a symbol of innovation, helping Ukraine fight the Russian invasion, showing many European governments how American innovation can be helpful in times of crisis.
The Polish government, with the help of the Polish oil corporation Orlen, has proactively helped Ukraine by funding Starlink, a point emphasized by the former Ukrainian Minister of Digital Affairs and later Minister of Defense, Mykhailo Fedorov, multiple times.
Since the start of the Russian invasion in Ukraine, despite frequent political hiccups, the Ukrainian and Polish governments have been working with SpaceX and Elon Musk hand in hand to provide access to the Ukrainian military and civilians, and disable illegal Russian use of Starlink kits.
SpaceX’s role in helping Ukraine has often silenced criticism of American technology in the EU, as the EU seeks to replace it with homegrown technological solutions.
Reputational risks for SpaceX
Although SpaceX is not publicly communicating the reasons for excluding Poland from the international roaming list, this decision, if not overturned, can seriously damage SpaceX’s reputation in Eastern Europe, which is traditionally more welcoming to American tech innovations.
First, as European governments invest in alternative communication channels for times of crisis and the European IRIS2 alternative will only be rolled out in 2029, Starlink kits are currently the first practical solution for governments, the military, and civilians.
Second, European governments are currently discussing the Digital Networks Act (DNA) and the Space Act, which may centralize spectrum licensing management in Brussels and introduce new rules and requirements for non-European satellite providers.
If not challenged, both of these regulations may make SpaceX’s operations more costly and difficult in the European Union’s market.
Lastly, the Polish feud with SpaceX may end up influencing the rest of the Eastern European flank — bad blood between the Polish government and SpaceX may damage the company’s reputation and alienate policymakers, as well as limit market development among individual users in these countries.

As of late Thursday, the news of Starlink reinstating Poland in the European region was shared by Janusz Cieszynski, former Minister of Digitalization of Poland.
This allows Polish customers to use Starlink services outside their country at a reasonable price, without making Polish-purchased Starlink kits more expensive in Ukraine, simultaneously dispelling speculation that the previous move was targeted at Ukraine.
According to Assistant Professor Tomasz Pugacewicz at Jagiellonski University in Krakow, Poland was previously missing from the list.
