To date, no member state has proposed a viable plan for how such relocation would proceed, how much it would cost or who would pay. Those criteria should include demonstrated commercial viability, validated coexistence with incumbents, and fully funded relocation plans where necessary. This approach preserves long-term policy flexibility for member states and mobile operators, while ensuring that spectrum delivers measurable value today rather than being held indefinitely in reserve.
